Rapid City, SD August 20, 2026 —RCS Construction joins Black Hills Area Habitat for Humanity to break ground on East Creek Village, an affordable/workforce housing development at 1727 Creek Drive in Rapid city. Groundbreaking is scheduled for Monday, August 24, at 1:30pm. The public is invited to attend.
East Creek Village is a mixed income attainable homeownership opportunity for 40 qualifying individuals and families earning up to 120% of Area Median Income – currently, $40,200 – $123,600 in Pennington County. The infill development replaces an empty 4.25 acres and bridges housing density with ownership and quality of life, while leveraging existing city infrastructure.
East Creek Village is close to existing amenities such as a grocery store, restaurants, bike path, softball fields, public transit and employment opportunities. Townhomes will range from approximately 1,500 – 2,000 sq. ft. Each townhome will have its own garage/parking and will be purchased with its own plat of land.
“This is a win for families and a win for our entire community,” said Barbara O’Malley, Acting Executive Director of Black Hills Area Habitat for Humanity. “East Creek Village offers a unique homeownership opportunity. We are grateful to the many supporters who don’t just talk about the affordable housing crisis, they are doing something about it.”
The project was conceived and developed by long-time Executive Director, Scott Engmann, who left his position in July after serving for more than 20 years. He now serves as a Consulting Advisor to Black Hills Area Habitat for Humanity. “From day one we envisioned the East Creek Village development as a way to provide much needed affordable infill housing that was unique in character, walkable to retail shopping/banking, with easy cycling on the bike path,” Engmann said. “It has been important to us to create something that is appropriate for singles and families, meeting a critical need for the workforce of our region. The fact these will be purchased and occupied by homeowners who live and work in our community will make it durable and a great neighborhood for years to come.”
RC Scull, RCS Construction President said, “RCS Construction is proud to be part of the East Creek Village Affordable Housing Project. This development represents more than new housing, it is an investment in people, families, and the future of our community. We are excited to help create a place where residents can thrive and feel a true sense of belonging.”
Infrastructure (curb, gutter, sidewalks, street, sewer, water) work starts in September with Phase I construction starting in 2027.
